Arthashastra 9.7

नव्यमार्गं यः अन्वेषयति, सः अग्रे गच्छति।
पुरातनं पथम् अनुसरन् तत्रैव तिष्ठति॥


Transliteration (IAST)
Navyamārgaṃ yaḥ anveṣayati, saḥ agre gacchati.
Purātanaṃ patham anusaran tatraiva tiṣṭhati.

English Meaning & Translation
One who seeks a new path moves forward.
One who only follows the old path stays where they are.
The kingdom that does not invent new ways will eventually be conquered by those who do.

The greatest barrier to innovation in manufacturing is not capital or technology — it is the culture of risk avoidance. When the reward system celebrates only successful execution of existing plans and treats any deviation as failure, innovation becomes systemically discouraged.
