Arthashastra 3.16

प्रमाणपत्रं शुद्धेः साक्षी।
साक्षीहीनं वचनं न प्रमाणम्॥


Transliteration (IAST)
Pramāṇapatraṃ śuddheḥ sākṣī.
Sākṣīhīnaṃ vacanaṃ na pramāṇam.

English Meaning & Translation
The certificate of quality is the witness of purity.
A statement without a witness is not proof.
The seal of the king is only as trustworthy as the inspection that preceded it.

Third-party inspection and international certification — ASME, PED, IBR, Lloyd's, BV, TÜV, NACE — are the formal language through which manufacturing quality is communicated to global industrial customers. Without them, the conversation with a sophisticated international buyer does not begin.
