English Meaning & Translation
If one counts the cost of a fault, one does not commit it.
One who does not count commits the fault again and again.
The king who does not count the cost of poor governance cannot reduce it. What is not measured cannot be managed.
💼 Business Lesson
Total Cost of Quality (COQ) is the sum of prevention costs, appraisal costs, internal failure costs (scrap, rework, re-inspection), and external failure costs (returns, warranty, customer credits, reputation damage). In most manufacturing organisations, COQ is 10–30% of revenue — and over 70% of it is avoidable.
👑 Leader Lesson
The leader who makes COQ visible — by measuring and reporting it — creates the investment justification for quality improvement that every business case requires. 'We should improve quality because it's important' is a weak argument. 'Reducing our COQ from 15% to 8% of revenue will save ₹X crore annually' is a compelling one.
⚙ Manufacturing Lesson
The distribution of COQ tells its own story. A COQ dominated by prevention and appraisal costs indicates a mature quality system. One dominated by internal and external failure costs indicates a quality system that finds defects after they are created rather than preventing them — the most expensive quality strategy of all.
📜 APPLICATION TO MODERN INDUSTRY
Chanakya's financial management framework required precise accounting of every cost. The costs that were invisible — waste, inefficiency, rework — were carefully quantified because only what was measured could be managed.
