Arthashastra 1.4

कृतकार्यस्य किं शास्त्रम्, अकृतकार्यस्य किं बलम्।
दण्डो नियमकृत् सर्वेषाम्॥


Transliteration (IAST)
Kṛtakāryasya kiṃ śāstram, akṛtakāryasya kiṃ balam.
Daṇḍo niyamakṛt sarveṣām.

English Meaning & Translation
What need of scripture for one who has done his duty? What strength for one who has not?
Discipline is the maker of order for all.
A kingdom without accountability is a kingdom already in decline. Reward the deserving. Correct the failing. Ignore neither.
