Arthashastra 1.7

राजा अमात्यसहायः कार्यं साधयेत्।
एकचक्रं न वर्तते॥


Transliteration (IAST)
Rājā amātyasahāyaḥ kāryaṃ sādhayet.
Ekacakraṃ na vartate.

English Meaning & Translation
The king should accomplish tasks with the help of ministers.
A single wheel does not turn.
The king who does everything himself does nothing well. The king who delegates wisely multiplies his strength.

Effective delegation requires four elements: clarity of outcome (what success looks like), appropriate authority (power to act without constant escalation), support without micromanagement, and accountability for the committed outcome.
