Arthashastra 1.2

सुखस्य मूलं धर्मः, धर्मस्य मूलमर्थः।
अर्थस्य मूलं राज्यं, राज्यस्य मूलमिन्द्रियजयः॥


Transliteration (IAST)
Sukhasya mūlaṃ dharmaḥ, dharmasya mūlamarthaḥ.
Arthasya mūlaṃ rājyaṃ, rājyasya mūlamindriyajayaḥ.

English Meaning & Translation
The root of happiness is righteousness; the root of righteousness is wealth.
The root of wealth is governance; the root of governance is mastery of the senses.
A well-compensated man works for the king. A well-inspired man works for the cause. Win both, and your army is invincible.
