Arthashastra 2.8

न संचयः निष्फलः, न संचयः निरुपयोगः।
संचयः सम्यक् प्रयोगे फलति॥


Transliteration (IAST)
Na saṃcayaḥ niṣphalaḥ, na saṃcayaḥ nirupayogaḥ.
Saṃcayaḥ samyak prayoge phalati.

English Meaning & Translation
Accumulation is not fruitless; accumulation is not useless.
Accumulation bears fruit when properly deployed.
Hoarded treasure that does not flow is treasure that does not work. Working capital must move to multiply.

Inventory optimisation is the systematic management of raw material, WIP, and finished goods inventory to balance production efficiency with working capital minimisation. The right inventory level is not as high as possible (for security) or as low as possible (for efficiency) — it is precisely right for demand variability and supply reliability.

Excess inventory is the most visible and the most commonly tolerated form of waste in manufacturing. It hides demand variability problems, supplier reliability problems, and production scheduling problems — making them invisible until the inventory buffer is removed.

For seamless tube manufacturers, raw material (round bar) inventory must be balanced against supplier lead times and price volatility; WIP inventory against production lot sizing and scheduling efficiency; finished goods against customer demand patterns and lead time commitments.
